France is a "fantastic" country. I worked there for two years and was amazed at the "fantasy" that passes for an economy. Anybody without a job gets paid by the government. It's amazing. Within that context, it's probably a pretty good idea to pay students this way.
I'm amazed that France manages to stay in business but they do. Is it because of all the tourist dollars? Do they have a horde of wealth which will get used up one day?
